Revised 1996 IPCC Guidelines for National Greenhouse Gas Inventories

The users manual on national communications from non-Annex I on paragraph 8 states that in developing national GHG Inventory: "Non-Annex I Parties should use the Revised 1996 Intergovernmental Panel on Climate Change (IPCC) Guidelines for National Greenhouse Gas Inventories, hereinafter referred to as the IPCC Guidelines, for estimating and reporting their national GHG inventories."

A national greenhouse gas inventory is a significant element of the national communication, and the compilation process requires a lengthy and series of tasks, such as: collecting emissions factors and activity data, selecting appropriate methods,
estimating GHG emission sand removals, implementing uncertainty assessment and quality assurance/quality control procedures,
etc. 

The inventory process should follow the guidelines
outlined on the users manual on national communications from non-Annex I parties that on paragraph 6 states: “in accordance with Article 4, paragraph 1 (a), and Article 12, paragraph 1(a) of the Convention, communicate to the Conference of the Parties a national inventory of anthropogenic emissions by sources and removals by sinks of all greenhouse gases (GHGs) not controlled by the Montreal Protocol, to the extent its capacities permit, following the provisions in these guidelines”

Managing the National Greenhouse Gas Inventory
Process

This handbook was built upon the principles of IPCC guidance on inventories - particularly the importance of documentation, archiving and reporting - since such an approach is critical to the sustainability and institutionalisation of the inventory process. Countries are also encouraged to prepare a strategy to incrementally improve the inventory over the years.
